The present third IRBD volume on the Crisis in Governance: A Review of Bangladesh's Development 1997 makes a conscious departure from the earlier IRBDs and puts its focus on major governance issues in the various sectors in Bangladesh which remain critical to explaining the state in which we find the Bangladesh economy at its current juncture of developmental history .The analysis put forward in the various chapters of IRBD 1997 will provide the readers with a wealth of information and insights into why reforms don't materialise, policies fail and institutions become dysfunctional. IRBD 1997 has focused on governance issues in 12 sectors of the Bangladesh economy which include the macroeconomy, fiscal sector, financial sector, external sector, agriculture, industry, poverty, education, health, population, environment, and quality of public investment. A separate chapter on governance defines the concept of governance and provides the basic theoretical premise underlying the analysis in IRBD 1997. The analysis examines the causes behind the failure of governance in Bangladesh and identifies major governance challenges which would need to be addressed by the policymakers in each of the sectors covered by IRBD 1997.
