Bangladesh has been ahead of the curve in responding to the challenges of risk, vulnerability and social protection. Having laid a robust foundation of safety net programs, the quest is now for a national social protection strategy that effectively aims for a sum that is greater than its parts. This publication is an important milestone in this journey of vision, commitment and innovation. Drawing on the 2011 international conference on social protection held in Dhaka, the volume provides a rich body of researched knowledge, lessons from international experiences as well as strategic insights on the way forward. Divided into four parts, the volumeexamines analytical perspectives onsocial protection and reviews international experiences on the developmental role of social protection, challenges of graduation, financing options, prioritizing a child focus, country-specific experiences of Mexico, China and Kenyaas well as the lessons for Bangladesh. Two concluding parts bring the focus on reform challenges for scaling up social protection and outlines the road ahead.
Hossain Zillur Rahman
Hossain Zillur Rahman is presently Research Fellow at the Bangladesh Institute of Development Studies, Dhaka and combines degrees in economics and political sociology. In a research career spanning nearly two decades, Dr. Rahman has been a consultant to various international bodies including DANIDA, Asian Development Bank and SIDA. He has written extensively and has previously authored The State of Basic Social Services in Bangladesh; Critical Review of Studies on Agrarian Structure in Bangladesh; and Field Research and Rural Poverty: Dialogues on Methodology. Mahabub Hossain is Economist and Head, Social Sciences Division, International Rice Research Institute, Manila. Luigi Peter Ragno
Luigi Peter Ragno is a Doctoral Research fellow at BWPI, University of Manchester, UK. His areas of expertise are social protection, social policy, household behavior, and poverty. He currently heads UNICEF’s social protection program in Ghana.
David Hulme
David Hulme is Executive Director, Brooks World Poverty Institute (BWPI), CEO, Effective States and Inclusive Development Research Centre (ESID) and Founder-Director, Chronic Poverty Research Centre (CRPRC) at the University of Manchester, UK. A prolific author, Professor Hulme’s research interests include poverty, rural development, public sector management and governance, NGOs and civil society, finance for the poor and the sociology of development.
Dr. Mathilde Maitrot
Dr. Mathilde Maitrot, Teaching Fellow at the University of Bath. Supervised some of the studies, and specialises on microfinance, social protection and civil society.
