Rafi Raza is a practicing barrister. He was associated with Zulfikar Ali Bhutto is forming the Pakistan People’s Party in December 1967, and was its constitutional law expert. In 1971, he was a member of Bhutto’s team in the abortive negotiations with the Awami League and with Yahya Khan’s military regime. He accompanied Bhutto to the UN Security Council in December 1971, at the time of Pakistan’s war with India and the emergence of Bangladesh. In December 1971, he became Special Assistant (Federal Minister) to President Bhutto and played a key role in constitution making, and in all major political and diplomatic developments, particularly the 1972 Simla Summit and the framing of the 1973 Constitution of Pakistan.
