Khan Md. Lutfor Rahman was born in 1943. He secured his MA Degree in Political Science from Rajshahi University in 1965. He did his Ph.D. from Jahangirnagar University in 2005 after retirement from government service. Dr. Rahman began his teaching career as a school teacher. He then served as a Professor of Political Science in Naogaon Degree College, Rajshahi and some noted Government Colleges. He published many academic papers and articles in leading journals of the country. He has also published two books with Bangla Academy, Dhaka.
